Klarinet Ministerial Integrated Housing Project


With an estimated housing backlog of 44 734, Emalahleni Local Municipality needs to not only address the provision of formal residential space for current informal communities, but also ensure full integration of new communities from a social, spatial and economic perspective.

Infrastructure development solutions must take into account human social and economic needs and activities including the need for a varied mix of housing products, together with associated facilities and amenities. All of this imperatively has to be achieved on a cost-effective basis to unlock affordable housing for the market.



In the latest approach to the provision of low-cost and affordable housing, Bigen has fully ensured that the Klarinet project achieves these goals through intensive, urban design processes carried out upfront, incorporating variety in product selection.

In 2013, Klarinet won the Best Priority Project Award in the annual Govan Mbeki Housing Awards. The development comprises 6 500 subsidised housing units, 2 500 institutional or rental apartments, 3 500 bonded units, schools, a clinic, a community centre, a taxi rank and businesses.

Innovative financial structuring has enabled full services – the surfacing of all roads, storm water drainage, waterborne sanitation and individual metered water and electrical connections.
